Joseph M. Delibertis
Chief Executive Officer
Joe Delibertis is the Founder, Owner, and Chief Executive Officer of D&S Elite Construction, Inc., a Pennsylvania-based commercial construction company recognized for quality craftsmanship, integrity, and client-focused service since 2008.
With more than 35 years of experience in the construction industry, Joe has established himself as a respected leader in commercial construction, general contracting, construction management, and design-build services throughout Pennsylvania and the surrounding region.
Joe’s passion for construction began at just 10 years old while working alongside his father as a carpenter’s helper. That early hands-on experience laid the foundation for the strong work ethic, leadership, and attention to detail that continues to drive the company today.
After earning his degree in Building Construction from Pennsylvania College of Technology, Joe advanced through every level of the industry, serving as a foreman, superintendent, project manager, and partner in a multi-million-dollar construction firm before founding D&S Elite Construction, Inc.
As the sole owner and CEO, Joe leads the company with a commitment to excellence, accountability, safety, and long-term client relationships. Under his leadership, D&S Elite Construction, Inc. has successfully completed commercial, residential, industrial, retail, office, and institutional construction projects across Pennsylvania.
Joe remains actively involved in project planning, operations, and client collaboration to ensure every project is delivered with professionalism, transparency, and superior workmanship. His vision continues to position D&S Elite Construction, Inc. as a trusted commercial contractor known for dependable construction solutions and lasting results.
Allen Butler
President
Allen Butler serves as President of D&S Elite Construction, Inc., leading the company’s operations, construction portfolio, and continued organizational growth. Known for his relationship-driven leadership style, Allen works closely with clients, architects, designers, trade partners, and internal teams to deliver exceptional projects while fostering a culture built on trust, accountability, communication, and collaboration.
Allen began his career in finish carpentry, spending more than 15 years refining his craft in some of southeastern Pennsylvania’s most distinguished homes. His hands-on experience and deep respect for quality craftsmanship continue to shape his leadership philosophy today—bringing a practical understanding of construction together with a strong commitment to client experience and operational excellence.
Throughout his leadership journey at D&S Elite Construction, Allen has played a key role in strengthening the company’s operational structure through the implementation of standardized processes, accountability frameworks, policies, and field-to-office systems designed to improve efficiency, communication, and consistency across every project. Equally important to him is building lasting relationships—with clients, project partners, and team members alike—through transparency, responsiveness, and a shared commitment to excellence.
